Ah.... You don’t need to convert the Template to a JPG.
Start by creating a blank canvas in Paint Shop Pro to the overall dimensions given by Lulu at the start of the Cover stage. Work out where the spine is going to be then add in the content for the front, the spine and the back.

I often use Firefox on my computer I have both Firefox and Chrome on my Comp.. It's on my Chromepad that I must use Chrome. I don't make my books on the Chromepad. I think it's because you have Indesign and can easily convert to PDF that your cover was successful, Well done! It's initially converting the Lulu PDF template into a jpg (on line) and then converting the jpg to a pdf (on line) that causes the problems. I use Paint shop Pro and you cannot convert PDF to jpg or jpg to PDF with that. I'll investigate the Indesign free trial, but it's an expensive software application. I use InDesign for the book and also for complex covers. Photoshop for artwork and images. I wouldn’t recommend InDesign for a trial it’s not easy to learn. As for cost InDesign, Photoshop and other Adobe Apps are all available in Adobe Creative Cloud for a small monthly subscription.

If you have MSWord, you can create a document sized exactly to what is required. Set the margins to ZERO. You then Insert Image [your JPG] to the document and size the image in the document to fill the document (same size). Do NOT let MS fix the margins for you! Then, using savePDF you can set to Portrait, custom size, to the exact size of the Lulu requirement.
This works every single time.

Thanks BlueAndGold, my son put MsWord on my computer a few years ago and I used it to make my books. However after my son left to live in California, we upgraded Windows 7 to Windows 10, unfortunately we lost MsWord. I downloaded the free Writer and use that. Unfortunately I can print to 995 for the text of a book and it will change the doc to a pdf but it won't work for covers. There is no facility on Writer to save as PDF.

With your help Ken I was finally able to make my book. I must admit I was tearing out my hair in my efforts to produce a PDF of my cover but you kindly sent me a PDF copy which Lulu accepted.

Fortunately I have the tools, plus the experience, to undertake such tasks.
By the way, I think I’ve found the cause of your problem. I just need to pop into the study and do a little further investigation.

The reason Lulu was rejecting the Cover PDFs was they were being being created from a JPG where the Image and Canvas sizes were different.
