Yesterday, I discovered my parcel had been left with NET TRADE a Muslim firm whose main activity is to transfer money from France to Muslim countries, Maghrebine countries in particular. Reports say they are very busy and a picture shows customers queuing outside very late. I found their telephone number in the directory, and rang them up. I left a message on their answerphone, asking them to bring the parcel to my address and to leave a message on my answerphone or e-mail me when they would come over. Today (2023-04-28) I have had no response so far. I visited Lulu a moment ago, and now this message is displayed in the follow-up section to my order. I hope this means Lulu has ordered UPS to see to it.

Why have they left it there? Are they your neighbours? Did you tell them to leave it there if you were not in? Did they just leave it there at random? Do you mean you rang the Net Trade place? I doubt they will go to the bother of bringing to you. If an error occurred while trying to use Lulu's site, that means exactly that, not that an error occurred with delivering the parcel.

No, the NET TRADE store is far from my home in a neighbourhood of bad repute. Beside I am 83 and walk slowly with a cane. I am not going there, and I cannot. I am furious. They have no e-mail! I found their telephone number in the directory. I rang them up on Thursday. When the line is not busy, there is an answerphone. I left them a message with all the data, but I have had no contact so far. It's a parcel of 5 books. I paid for a Colissimo delivery and Lulu owes me that. Today (Sunday 2023-04-30), I had a look at the follow-up page on the Lulu site. The UPS announcement is back, and similar to the previous one. So I am back to square zero. So, I have just placed another ticket with Lulu begging them to order NET TRADE to bring the parcel to my home.

You should insist they try to deliver it again. They may as well have said it's gone back to the warehouse 20 miles away, please collect from there. They get paid to deliver to a specific address, not one at random, or to a registered collection point unless instructed to do so. A lot of the shops around here a also hubs for picking up parcels, but only by arrangement to have them dropped off there. You can also take parcels to them for a delivery company to pick up. It sound as if the Net Trade place is one of those, but it does not sound very convenient for you. Our closest one of that type is a 5 min walk away. I have never had a parcel dropped off there rather than at my address. they usually leave it next door if I am not in! Ditto if they are not in to collect theirs!

Lulu has just sent me a positive answer. I e-mailed back I'd rather they had the new parcel delivered through the post-office in the Colissimo format, which is fast, reliable and completely trackable, with warning e-mails of the date of delivery. So far Lulu has sent all my parcels as Colissimo ones. I just don't understand why they went through UPS for this very order.
Lulu's e-mail (2023-05-01): Hello, We appreciate your patience and would like to apologize that your order #EUR-201596 has not yet arrived. It seems that the tracking information provided by the carrier has not updated for an extended period of time. Since there appears to be a lack of movement for this package, we will assume the order has been lost in transit. There is a code, but on banking days, deliverers just have to press the bottom button of the digital pad, and the door allows them to push it open. UPS had informed me on the Lulu site that delivery would take place today Thursday 2023-05-04 between 8:30 and 12:30. I waited starting from 8:30, but nothing happened. Then this morning they changed it: from 10:10 to 12:10. Nothing happened. Then I found this on the Lulu site. I suspect they never showed up, otherwise they would have rung me up on the telephone number supplied with my order. I immediately e-mailed Lulu UPS's failure, telling them it was intolerable. In so far as Lulu knew UPS was unable to deliver my original parcel, I still do not understand why they sent the new one through UPS again, instead of having it handled as a Colissimo parcel through the French post-office's parcel department, as I suggested.

Thanks to Google, I discovered that UPS has an agency in my town, with a telephone number and an e-mail. I rang them up, introduced myself, and explained my problem. The female clerk asked me to describe the route from the street to my apartment. I did. She then said my parcel would be delivered tomorrow morning (Friday 2023-05-05). Let's see if UPS can be true to their promise.

Friday 2023-05-05, 19:00 The UPS deliverer didn't show up. Now things are clear: UPS in my area is not reliable. I wrote them a letter that I'll post tomorrow.

Shortly after we moved into our current house the spouse ordered something which UPS was supposed to deliver but was unable to do as it couldn't find our address. UPS apparently uses GPS data linked to the Postal system.
The problem arose due to differences in how the County 911 [Emergency Services System which also links to County Tax Office] and Department of Public Safety list our physical street address and how the Post Office lists the exact same physical address. The first two entities show us as East while the Post Office shows us as West.
We had to drive fifty miles [80.47 km] arriving when the office opened [since the dispatcher was only there in the early morning] and provide the UPS dispatcher our GPS coordinates as well as show a piece of mail so she could pin our address in their system so the driver could find our house.

That sounds very confusing, and I am not sure it even makes sense. I have GPS on my phone, my tablet and a GPS device I can put in my car. All they are linked to are, well, GPS! Stick in an address and they give directions, simple. Many companies now use this what3words.com/products?category=E-commerce%2CLogistics

Many things don't have to make sense, but the situation I described does make a certain sort of sense.
For 911 Addressing [for County Emergency Services out in the rural areas here, the Tax Office, local Law Enforcement, and State Department of Public Safety {a.k.a. State Police}] want GPS coordinates and closest road, meaning if you're on the leg of a road to the East of the nearest intersection [where applicable] you're listed as East, West being the opposite situation. If you're just off a main route then address is listed as the route number and North or South depending on other criteria.
The US Post Office for rural addresses looks at road number and whether it's East, West, North, or South of a main road or route. Other criteria most likely apply.
For the locals we're East, for the Federal Government we're West. For the confused, have a snort of Irish Whiskey [or libation of choice]. Some things don't have to make a lot of sense.
