After nine month, four weeks and one day, that are fourty-three weeks and three days or three hundred four days, support sent me this good overview with important information for all non US resident users of an US POD service (not only Lulu):
When a Lulu author is considered to be non-US, the IRS requires us to withhold US taxes on any sale of a project with a Lulu ISBN delivered to the US. The standard tax rate is 30%. To apply any available reduced tax treaty rates you must submit a completed W-8BEN form (or W-8BEN-E for non-individuals.) So, if there is no ISBN or if you assign you own ISBN, we do not withhold taxes on any sales, even in the US. If there is a Lulu ISBN and the sale takes place outside the US, Lulu does not withhold taxes.
A valid W-8BEN form includes a US tax identification number on line 5 or a non-US tax identification number on line 6 (line 8 for the W-8BEN-E.)
Once your form has been completed, you can fax it, attach it to a return email or mail it:

Let’s try and be positive and assume that someone has been assigned the task and is now as we speak ploughing through the backlog.
I tested it out and asked them to re-open a couple of never resolved, but closed cases... - was they did (so the glass is half full)

The sad thing is that it has been almost one year now since the update. They were all excited about it and even did live streams on Youtube.com. Supposed to take two days. There is no telling how many people they lost because of this. The site still looks terrible compared to the earlier version. What we can do and control has been limited to publishing a book. People who do link to their author page possibly just lost business. Many that click on a broken link won't go back. It's looks very unprofessional.

I disagree that the site looks terrible compared to the earlier version. In my professional opinion as a practicing web and multi media designer over many, many years it certainly does not look very unprofessional. There may be some areas that don’t work as you may want them to or some features you think missing or lacking but as a website there is little wrong with it.
As Maggie and I discussed earlier have you taken the time to exactly examine each and every page of it rather than just the areas of your constant moans?
You say that many who click on a broken link won’t go back. I again disagree. Broken links may come and go but few folks throw the dummy out of the pan.
Ken, let's relax. I like you sweet and nice. It makes me have hope in the world. Come on. "Constant moans" is rude.

Bob Young started Lulu in 2002, He wanted to make publishing accessible for everyone. He made so many of us happy. At last someone with a vision would help us make our dreams come true. We would be able to hold our book in our hands and it could go global if that's what we wanted. However in 2020 Bob and his team launched an absolute, top to bottom, cover to cover redesign of Lulu. It was completely different. As they themselves said, "What's changed at Lulu?--- Well literally everything." Is it any wonder that so many of us complained about the update. Our wonderful Lulu had disappeared and in its place was something very different. This is a natural human reaction. At a personal level it had taken me a long time to master Lulu, but with the help of the Lulu forum members, I was able to learn how to self-publish my books. Now in my eighties I had to re-learn the updated Lulu. Not only that , they abolished the Lulu Forum. With the help of members here, I've managed to re-learn the updated Lulu, but I'll never make another free ebook with the company. They've changed their policy on ebooks. Will I self-publish my next book on the updated Lulu----- I'm not sure. I've got to finish it first, then I'll decide. ( Ken I had reached a point in the book and wasn't sure how to proceed, but some of our members here gave me some good ideas.)
