I was looking through my projects, and it says I have $3.20 of unpaid revenue. What does this mean? I can’t find anything else about it, and it won’t let me click it

A sum that will be credited to your account on the 17th of the month.

Yup. Lulu owes you $3.20 that they haven't paid you yet.

If you get paid by check and pay US tax you need to accrue roughly US$32 in order to receive a check for $25. Paypal payments get paid out at lower amounts.

Yes. To expand on what Cameron pointed out: Lulu withholds 24% for U.S. tax (which you may or may not get back at Form 1040 time the following April). If you elect to be paid via PayPal, Lulu pays each month that you have accrued enough for them to make a $5 minimum payment.
Thusly: $6.58 Unpaid Revenue minus $1.58 (24% tax) = $5.00 minimum to be paid this month. If you elect to be paid via paper check, Lulu pays quarterly (February, May, August, November) when you have accrued enough for them to make a $20 minimum payment. Thusly: $26.32 Unpaid Revenue minus $6.32 (24% tax) = $20.00 minimum paper check amount paid at end of quarter.
And by the way, yes, your money is safe! Your unpaid revenue balance won't disappear at month's end. It will carry forward month by month and year by year until the minimum has been met at which time it will be remitted to you.
