Our local history society is planning a new book. We are a registered publisher with Nielsen in the UK, from where we purchase our ISBNs.
I wanted to check the print cost depending on whether we go for Global Distribution (with ISBN) or not. So, I uploaded the interior PDF, selected Global Distribution and entered one of our unused ISBNs. Fine, the ISBN was accepted and I could see the print cost.
So I then removed the ISBN and deselected the Global Distribution option. Again fine, so I now have both print costs.
Deciding to go with Global Distribution, I duly reselected that option and re-entered our ISBN. But Lulu throws up a message saying "ISBN is already in use". No it isn't Lulu!!. I have raised a support ticket and Lulu tells me that our ISBN isn't on their system. But it must be, else how could they say it is already in use?. I have responded to Lulu Support but they haven't replied.
Has anyone else come across this problem? Ours is a genuine unused ISBN, with Lulu saying it is already in use.
============== BTW, I did try to upload a screen-shot of the error message but got the following error:
"Unable to upload file ISBN Error.jpg.
Error: This forum has exceeded its attachment space limit. Your file cannot be uploaded." ==============

As in once you got through the process far enough to know the print cost, your unused ISBN was registered [in some obscure table Customer Service types can't see but System Support types can access] to the title you entered.
Since you didn't get all the way through the process to click "Publish"the CS types can't see anything but Lulu Press' system has a record of the ISBN being associated with a title. Think of it as a safety measure just in case you or Lulu Press lose power part way through the publishing process.
The Lulu Press CS rep will have to get someone in their IT Department to clear out the entry [if they actually still have a local IT Department]. The reason I say this is I used to do System Support and I checked out every table the system I worked with had in order to know what each one was used for and how it connected to other tables.
If you were publishing through KDP and IngramSpark you'd do an Amazon only version [as in not to anything but Amazon] with your ISBN then publish through IS [while not distributing to KDP through IS] and I think letting IS know the ISBN is in use.

That's a good explanation. Thanks. Funnily enough, the Lulu CS rep. came back to be overnight saying she'd try to get the IT people to reassign it.
