I created a new book a few weeks ago and ordered a copy. After reading through it I fixed a lot of mistakes and created a revision. I uploaded the inside and outside items but changed nothing else. Most of it you cannot change anyway. As I went through to the last tab (Pricing and Payees) the bottom tab was not highlighted dark purple and an error message was displayed saying that not all steps were followed and to review the steps in the progress bar without the green check. All the tabs have a green check and I have gone through this multiple times with no work around. I did not have this issue the first time nor have I encountered it with any of the projects I have done for the last 16 years of using this website. I created a ticket but the help is worthless sending me articles and links to videos.

Now, there may be an author who frequents this site [which was set up to help authors after Lulu Press Inc decided it didn't need fora] who may be able to help you, but those who do answer questions [to the best of their ability] are not [to the best of my knowledge] employees of Lulu Press Inc.
Next, today is Saturday, 02 March 2024. and Lulu Press Inc is normally closed on weekends and US federal holidays.
My first question is, when did you put in your ticket?
Second question, did you reply to what whatever response stating the articles and / or links didn't solve the issue?

I am well aware this site is not part of Lulu. I used to post on their old message boards many years ago. Did I respond? Gee, I didn't think of that. Second, all of the information says to complete each step correctly which I did. There is obviously something wrong on their end but they have not fixed it. I have revised two other previous works in my collection with no issue and have submitted two other tickets with no response. I was hoping that maybe someone here had a similar experience and might have some actual knowledge of this issue happening. I have not published on Lulu in about six years.

Last time I reached out to Lulu Press for help the verbiage in their email indicated if you don't reply to say the problem is ongoing, then they consider the help ticket closed. I suspect that hasn't changed.
I also recognize sarcasm when I see it.
As far as someone else on this site having a similar experience, it's very possible. The people who post here tend to be helpful when they can, but they aren't employees so they aren't on your clock.

Lulu staff used to open the project's Wizard tools to look where the problem is, etc., to look at exactly what the problem may be. It seems they no longer do that? It can be annoying when they send out stock 'help' that they automatically send out to newbies, when you have been using the place for 16 years! Make it clear that you have checked everything that you need to, and it's potentially broken.
