You need to get an app called Orbot. This is available directly from the Play Store but people have been reporting connection problems with the latest version so you would be better off getting the previous version which is on this website HERE. If you get this previous version then click on the Download button on the page and your Browser should ask if you want to install it when you have it.
Open Orbot, Click through the four initial Hello screens (don't choose an App on the fourth screen) until you get to the main Onion screen. Select United States (or whatever country you want to appear to be in) from the list of countries on the Left. and press the Onion to start the procedure. it make take a minute to form a connection so don't worry if nothing seems to be happening for a while. Once connected Slide the 'VPN Mode' button ON. That's it.
Orbot doesn't spoof or fake your location, it actually will route your Internet connection through to the country you select, which you can confirm by going to this website and seeing where it tells you you're coming from.

Some things to note.
Your Internet connection is being relayed around the world many times so won't be as fast as if you connect to something directly.
Some websites don't like the method Orbot uses (it's called Tor) as they want to track you for advertising and will complain mightily if they can't. You will be anoymous.
Actually some ISPs don't like you using Tor as well since it can also be used for more dubious purposes....errr.....so I've heard <cough>
Go to Orbot's Settings and turn OFF 'Start Orbot on Boot' - unless you want this to kick in every time you switch on your phone.
Orbot can be a bit flakey at times, especially the latest version, so if a web page throws up an error just try Reloading it. Pressing the circle arrow on Orbot's screen to create a new User also sometimes helps.
