On the Lulu website under Create it states that PDF eBooks can be created.
But in the creation process there is no option to upload PDFs.

(I took your free file Ken and made it a docx and successfully uploaded it, still there was no way to make it free that I could see) The payee page is so complicated but I managed fine for the print books I made after the update. I will contact Lulu again and if they say it's no longer possible to make a free eBook, I'll take bizzley's advice and make an epub for folk to download for free.
