I don't know if this is widely known or not but there's a handy website that offers a worldwide Search function for books, new and used, including those by Lulu. Just enter the title, author or ISBN of the book you're looking for, refine it by the country you want to ship to and it will list the sellers and renters (150 million books, 100,000 booksellers worldwide they say) currently offering that title, the price and a link. Bookfinder.comWorth a look if you have a book on sale, just make sure you're sitting down when you see the exorbitant prices some companies will charge for it!

There's your proof about people claiming to sell POD or used books they do not have in stock. It showed more sellers than there are copies in print.
EDIT: It is a very useful tool though, isn't it? Thanks for posting it!

Bookfinder.comWorth a look if you have a book on sale, just make sure you're sitting down when you see the exorbitant prices some companies will charge for it! Yes, I knew this site. All the same, thanks a lot for reminding us of it. The range of prices is always amazing. For instance, for my sitcom in English Spiffies and Loonies, they run from $28.10 to $64.44. Who will be stupid enough to pay for the highest price?
