One of the best known stories on this theme might be "The Marching Morons" by Cyril Kornbluth (a story which was lifted without credit for the film "Idiocracy"). The basic idea is that the only people intelligent enough to practice birth control were, well, intelligent people. Eventually, this practice breeds intelligence out of the human race.

The basic idea is that the only people intelligent enough to practice birth control were, well, intelligent people. Eventually, this practice breeds intelligence out of the human race. I liked the story, yet the premise is a bit flawed since certain assumptions are based on ideas from the 40s.
True, intelligent people working toward career goals often tend to wait to have kids [if they want to reproduce] and sometimes wait too long to actually accomplish having kids or wind up having less than optimal results. The flaw in the premise is there are intelligent people who can and will change their original goals in order to have kids.
Other factors can also play a part such as social structure / genetics / lifestyle / nutrition / disease / random accidents. Infertility is rising in many mature industrial / post-industrial societies and as other societies go from subsistence to more technology their fertility rates decline as well -- meaning global population growth [per more recent studies] is almost at its peak and will begin declining before the end of the century.
Considering some of the issues facing the world at present, only a combination of intelligence and adaptability will help people survive.
Time for me to get back to reading research on primate hibernation and fusion drives so I get the science background right for something I need to work on writing.

Unless it happens over at least a few generations, the risk of defects / illnesses caused by inbreeding are much greater for second cousins than people who are genetically unrelated since they only share at beat 3.125% of their DNA. Simply put unless the families involved had been crossing and recrossing the same lines a one time marriage between second or first cousins once removed shouldn't have been a major problem.
Klara and Alois Hitler were [per the wiki on Klara] first cousins once removed, meaning they shared at most 6.25% of their DNA. A slightly higher risk of genetic defects / illness, but not likely to cause the physical / mental health issues noted.
On the other hand societal conditioning combined with late stage syphilis along with the use of methamphetamine, barbiturates, opiates, cocaine, potassium bromide, and atropa belladonna would tend to contribute to a variety of physical and mental issues. The variety of drugs listed would normally shorten life expectancy and depending on what the normal dosages were would probably tend to prove fatal for anyone but a mutant [as evidenced by one rock star with a genetic mutation who is on record as having survived some pretty hard core drug usage, which I don't suggest anyone try to emulate].

Like any good science fiction story, "Marching Morons" asked "What if?" In this case, "what if" the human race bred intelligence out of itself what would the world be like? I get the "What if?" aspect, and the story is humorous. I also understand enough of the factors in play at the time the story was written. It also hasn't been that long since a recent high school graduate appalled me with her complete ignorance of history [because the school she went to didn't teach history to people pursuing a job path education].
It doesn't matter how much innate intelligence someone may have if the person in question doesn't have enough solid basic knowledge to make a good choice.
